Maybe I am missing something here. I haven't been reading many posts lately. So those chargeable wands of the past, that were then deemed charge-less, so I turned the spares into PS, are now considered one use. So now I basically have one one use wands then none?

Not quite one use. Instead good for use in a single room. You can use as much as you want in a single room then you turn it in.
