I am wondering, are the rod bits still usable even if you just have one or two?
Like, say I had only part 6 and part 7. Are they still good (and what does it give if it raises a stat to an odd number)?

Yes, they are still usable. Each rod piece has an effect, and although they are small bonuses, they're slotless, so if you've got them, use them!

In that case, it gives you a stat with an odd number.

You might think "bah, that's useless!" but remember: there are several tokens which raise stats by an odd number. Items like the Girdle of Hill Giant Strength; the Rare Volunteer Ioun stones, etc. are perfect for boosting that odd stat to the next level.

There aren't very many con boosting items compared with Strength or Dexterity, and only a few that provide an odd stat bonus: the complete RoSP, or RoSP Segment 7 and the 2015 Volunteer Ioun Stone Garnet Sphere.

Bracers of Fast Fitness might be cheaper than Ioun Stone Garnet Sphere + RoSP Segment 7.

Also - clerics have an odd Constitution to start with - so RoSP Segment 7 is good for a cleric.
