I think Orbits would be a bigger hit in 2021 with the third nugget. It would also space it out a bit, being 4 years out of print in 2021 versus 3 in 2020.

I dont think this should be relevant. At first, i was inclined to agree that if the only reason people wanted a reprint is to transmute, then it shouldnt get reprinted. But, if enough demand exists, the reason shouldnt matter.
Unless we think that nobody wants this token to use/have without transmuting it, all the question does is stigmatize transmuting...in the sense that anyone wanting the token for transmuting deserve to pay a higher price (demand/price goes up until most players sell to transmuters). And then, once that happens, all the players who actually want it to play with can ask for a reprint in earnest, and it will then be okay to reprint.
That feels even worse/unfair to me than just accepting that some people want reprints for transmuting.

It is relevant in that we would need to know if a reprint could be used in legendary recipe that doesn't say already ANY YEAR. I am not saying it should or shouldn't. But if there was a ruling that a new Sacred Sling could not be used then would there be a demand for a reprint? Since we haven't done YET a reprint for an older legendary (we have done ones for at the time current legendaries) I don't think we should make any assumptions that a new reprint would work. Again not saying that it should or shouldn't just that we should get clarification if people are wanting to use it for transmute. If they are not then a functional reprint there is no issue and we don't have to worry about a potential transmute ruling.

I think there is some relevance. We have a limited number of spots. I'd rather see us print tokens that people want to use than those that will be only sought after by people wanting a transmute ingredient. Also, TD might not see many sales if people are only interested in it for a legendary transmute ingredient.

I would say that a UR sling (or other ranged weapon that Clerics can use) would be really nice since 2016 was the last ranged UR Clerics could use.

Common - Turkey Leg - I'm all for this (as well as the return of other mundane items) but it has to have a function in an upcoming adventure. For example, as it was used to distract werewolves in the past.

I would suggest the reprint be allowed, else you effectively require transmuters to pay more for the same token. As in 'i need the original to transmute, so i offer the reprint plus 1k gp'. That seems unnecessary to me.

But there ARE people who want to use them. If nobody wanted to use the UR, they all would have already been sold to the transmuters for PYP prices*. Im not saying that a few potential transmuters should determine a reprint; i just think if demand goes high enough on a token that would otherwise get reprinted, having some portion of that demand due to transmuting shouldnt prevent the reprint.

*i am assuming that the relic is more of a hard cap on legendaries than the UR ingredients...meaning, i expect there exist more URs than relics to upgrade.

Except that in the case of the sling, part of what you are seeing is a demand for a UR ranged weapon. In particular, there aren't many other options out there for Clerics. The 2016 +1 Mighty Sling is going for slightly above PYP prices, and the 2009 Sling of Impact is holding its value unlike most UR weapons from 2009. There just aren't that many options for Clerics at ranged. Give Clerics the option between a reprint of the Sacred Sling vs something different of the appropriate power level, and I'd be curious what the response would be.
