OK, no, I didn't read through every post to see if this has already been said. (Sue me). All of these huge revisions and arguments and getting a bit fatiguing. (-- Can't imagine what Jeff is going through, Kudos)

But here I go anyway --
So in the rare neck slot fighter gets expanded crit range, then loses it when going up a level (at AoNM), then gets it again at Legendary? That seems strange and maybe unfair. What's the rationale?

John- I think your rationale would be perfect if the transmute started from the rare necklace.

It starts from the Dex/Con necklace, though. I think fighters are really happy with where their transmute is currently, so I don't think they want to cause a fuss that the rare necklace offers one of the perks on the legendary. It's just a boon to red players.

To be fair, the Medallion of Keenness requires that you use a shield, whereas the legendary does not (although the legendary provides bonuses for shields). It's probably not that big a restriction, but it does rule out useful things at Rare level like Brawler's Horn/Mug, or Orb of Might for someone stepping up.

Also, there are 14 one-handed reusable Ranged weapons. That is, Ranged weapons that aren't thrown (one use/combat) or single use. I understand wanting to keep things parallel though.

As a mostly rare level dwarf fighter, I personally dual wield mugs (stu's and brawlers) so the necklace would clash with me, but I have a themed build around taunts and retribution damage, so I'm not that likely to ditch my Necklace or Thorns anyway. Also, and I think it is just me, I don't find the increased crit range that exciting, particularly compared to some of the other class necklaces, but it does seem simple and thematic so I can't complain too much as a whole.

Dwarven Decapitator:. First time I read it I thought it did +3 damage to giants, barbarians and fighters. Any chance the +3 damage to giants could be separated more from the classes that can use it? Same goes for the Dwarven Sling.

Amulet of perfect form:. Should FoB be spelled out as Flurry of Blows? New players might not know what FoB means.

Potion of Zealot:. This seems OP to me. Bulls strength is +4 to Strength.

Bulls strength is an uncommon and doesn't have a stacking drawback.

Him, I like it. I had Ring of Lone Justice equipped for a few years, and the melee "+ damage if both pucks hit" reminds me of that. Extra work, but really felt rewarding when I got it.

Probably too late to try to balance something like Shadow Shot Lite, at any rate.

A Bonus vs Giant used to be on the Dwarf Character card. It was dropped In the last card revision.

It didnt come up all that much and both players and DMs often forgot it. I can’t say I miss it and it wouldn’t bother me for other classes to have it.

The potion of the zealot does not allow Str scrolls to stack. I just ran though the scrolls on tokendb and couldn’t find any Str scrolls...

Maybe we should add a Str scroll in this set or the next. Uncommon Scroll Bull ‘s strength?
