I understand the +2 mithral bracers will be upgradable to +3 and the celestial bracer will also be upgradable according to a post I saw here. Is this correct? If so, will they upgrade to +3 mithral or +3 celestial bracers?

They are upgradeable to the +3 Mithral Bracers. On the page about Transmutation, it lists the ingredients for the Relic Mithral Bracers to be either the +2 Mithral Bracers, or the +2 Celestial Bracers.

That breaks the set bonus of the celestial bracers then correct? Or do the upgraded bracers still complete the celestial set also?

I believe you are right, that the Relic +3 Mithral Bracers no longer count towards the Celestial Set.

Thought so but I have a friend that was thinking of transmuting his Celestial Bracers but is not going to do that if it breaks his set.

i dont think there would be any way to tell by the new token which was which..so I think the set would be broken
