I've heard rumors that for the first few seconds after registration goes live, they collect all the submissions and randomize the order, in an effort to reduce advantage from network latency. I remember seeing a post about it a few years back, but I can't find it anymore, so I suppose I really have no idea if they still do or if they ever did do that.
