A lot of it depends on the language in the state law as written. Brad is right. State laws do typically trump local laws.

The cynic in me can't help but wonder if GenCon saw this as an attempt to get Indy to concede (or fix, or reduce costs, etc) on other things (more housing, better transportation options, cheaper access to the ICC).

But that is probably just me feeling more cynical than usual.

Just looked up: Indiana's GDP last year was $294 billion. In that context, losing GenCon's $50 million is insignificant in comparison, and isn't likely going to sway the state's decision.

GenCon is the only ones that have voiced their displeasure over this though. Just to name a few: Salesforce (who has stopped all travel to the state), Eli Lily, and NCAA. I haven't heard a single company has said this is good for Indiana. Last I checked sexual orientation is not a protected class in Indiana unlike some states (I am speaking in terms of employment). So discrimination is also possible in hiring practices.
