As of the time of writing, you can book rooms in the Hiltown City Center , by monument circle 5-7 blocks from the con through the GenCon housing portal at $200 a night.

Should only have to walk a few blocks outside. Once you get to the Artsgarden, you can be inside all the way to the ICC.
