TOPIC: Checkout stuck in limbo - can't place an order

I've been trying to place an order, but I can't seem to get past "Step 3." I click the link to look at the terms of service, then check the box next to the link to accept, but when I click next, it just brings me back to the top of the page. There is no error message, but I can't seem to move on. I have tried checking out on Chrome and IE.

Edit: after playing around with the shipping options, I found that choosing the very top address on both billing and shipping seems to solve the problem. However, for whatever reason this is the only thing that works.
