How about this, for those players that do lots of runs and/or already have a level bonus via Eldritch (effectively making this Legendary useless for them) just give the bits you acquire away to new players. That's what I plan on doing.

Just got my 15 tokens from v7.
3 of the "monster" bits.
Not a single token of the 40. Not exactly encouraging me to try to collect them,, and as someone without eldritch or set bonus I'm a guy who could use the slot less token.

I was going to say, I'll use them for new players, amd if you want, I'll select one to give it to.

Since it's a legendary there isn't a reason that this could also be done for the next few years, there isn't a transmute deadline.

Though I am not against this, just because it is legendary doesn't mean there isn't a reason. TD could have multiple reason why, even if we cannot think of them or don't know them.

I think the real target audience for this is the players who like to 1 red paper clip trade their way into cool things. Since its a legendary transmute, you've got as long as you need to trade for all 40 pieces. I don't see a specific reason to keep them in treasure beyond this year - unless the desire is to eventually obsolete the slotted level boosters (which I think is a bad idea).

I think the high number / low % is a reaction to the sheer number of MBs in circulation due to VTD.

A multi-year Monster Bit transmute would have helped to keep the surplus of Monster bits down.

We still may get one. BoLT was 16-19. So if the next one is also on a 4 year cycle then it would be 20-23. So still a chance we may get one next year.

If every run sold, and every player got 23 treasure pulls, that would be 27,600 pulls per VTD module. That is based on 120 runs per weekend. At what appears to be an approximately 3% drop rate, that means 828 legendary ingredient tokens. Over the 5 adventures, that gets us to 4,140 tokens. That is enough for 103 Totems. While that is the extreme, I think that there will still be a ton of the parts in circulation from the VTD events and we'll see even more with Skull Con and the other 'live' conventions. I look forward to the chase :)
