I'm not familiar with that GT prize, unless you're referring to the 2018 thing which wasn't a neck slot thing.

Now that this has been correctly identified, here's a little more info. These were created by Aaron Hydrick and handed out with the Artifact tokens. A few other people have them as well. This particular one came from smakdown (thank you!), and originally held his War Maul. See a picture I took of it below.
