It seems like whether the future Legendary is fixed will depend on whether the 2023 and 2025 TE URs are fixed. I share the hope that they're all fixed instead of synergistic.

Not just frowned upon, it is explicitly prohibited. Look in the section titled "Treasure-Enhancing Tokens" in the Player's Handbook .
