I’m two years away. My ambition is for TD to expand to 6 cons and to coach/ train at all of them. B)

Knowing the negative impact synergistic TEs have on coaches, I'd say that your hypothetical proclamation is likely.

It seems like whether the future Legendary is fixed will depend on whether the 2023 and 2025 TE URs are fixed. I share the hope that they're all fixed instead of synergistic.

Not just frowned upon, it is explicitly prohibited. Look in the section titled "Treasure-Enhancing Tokens" in the Player's Handbook .
