When playing with a token pool at R and lower, one of the biggest hurdles a Rogue faces is how to hit with their Sneak Attacks when they have a low starting STR. Is there any way that the +2 to hit can be added back in, I don't think it would cause any issues since at R level you'll only be doing one Sneak Attack per combat and are still using a valuable neck slot to equip the Amulet (which would otherwise very likely be Amulet of Vigor, providing +2 STR and +3HP).

The necklace negates ALL crit immunity for all targets all attacks. I think that +2 is long gone.

That effect alone is an UR bracers effect

Yea, seems too good. Maybe add "Counts as an instrument" or "Doesn't stack with instruments".

This is a neck slot though, so it's very different to the bracers and the two are not directly comparable.

By equipping the Amulet of Flawsight, you are not equipping the Rogue relic or legendary necklace. This means that you will not have an expanded crit range, which makes negating crit immunities far less valuable than it is on the Bracers - it's only ever going to be relevant if you can slide a natural 20, which has been extremely difficult in recent years. One of the reasons the bracers are so useful for Rogues is because you can equip them at the same time as the Relic or Legendary necklace.

Similarly, by equipping Amulet of Flawsight you are very probably giving up a STR or damage modifier to do it (Amulet of Vigor, Amulet of the Hero or Amulet of Shock). I don't think it's going to cause any issues if the Amulet gives you a hit bonus as well - I think +2 would be fine, but if not then perhaps +1?
I play Rogue. Occasionally I even play Rogue well.

If it gets changed I expect to see "May not use UR or higher instruments"

The fact that it is the neck slot, and restricted to Rogue only is what is allowing you to get an Ultra-rare ability at Rare in the first place. Adding +2 to hit bumps it back up to an Ultra-rare.

I kinda hope not for App devs. Though my text probably isnt any easier for them to implement either.

If it does stack, I'm absolutely equipping our Bard with it. Another +1 / +1 to the group is better than any other neck slot token of any rarity for our Bard.

Agreed. Our bard gets this over any other neck item ever if it boosts the relic lute.

+4 damage with ranged weapons is a UR hand slot effect (Glove of Greater Archery)
+3 damage with melee weapons is a UR ring slot effect (Ring of the Eeel)

This is better/competitive than any existing neck slot item at any rarity for melee rangers.
It's better/competitive than everything but the Relic Ranger Transmute for ranged rangers.

I'd scale this down to +3 damage to ranged or +2 damage to melee.

Alternatively, I might add a drawback, Maybe: +3 damage to melee or ranged, but -1 damage to the other (choose at start)

+4 ranged damage or +2 melee at most - I wouldn’t want melee to be the obvious way to build with this.

I suggest

+2 Con
Choose at start
+2 ranged damage
Or
+1 melee damage

Acts like a baby relic, while still giving a nod to melee.

Is the +2 sling stone of smiting supposed to only extend crit range or does it also add to hit/damage? Comparing to +1 keen bolt from 2019 I suspect it may be missing the text about to hit and damage but maybe that's intended.

Easier to write that as:

+3 ranged damage
Or
+2 Str
